v1.18.0's install bundle published without its cosign signature — the cut ran in a shell without the signing key's environment, and release.sh treats missing keys as signing-off rather than refusing. The release's assets are immutable, so the .sig cannot be attached after the fact; signed installs correctly refuse the unsigned bundle's one-click upgrade. Per the withdrawal runbook: supersede with a patch through the full gate.
Product tree is identical to the bench-validated v1.18.0 — this bumps VERSION/pyproject/uv.lock and adds the changelog tombstone. Based on main so the post-v1.18.0 develop work rides the next minor instead.
