Add a cross-reference from StompException to the new
language.error-handling.throwablepageintroduced in php/doc-en#4931.
The reference uses an external URL (via a new entity in
entities.manual.ent) sincedoc-extensions builds independently from doc-en and cannot use
linkendattributes.
