Add PHP 8.6 to the issue bot's analysis matrix, including playground examples whose cached results do not yet contain PHP 8.6.
Validation: all 27 issue-bot tests pass (107 assertions), issue-bot static analysis reports no errors, and PHP syntax and diff whitespace checks pass.
