Fifth of six splitting up #22107. Stacked on #22248.

cuda.yml, cuda-perf.yml, cuda-windows.yml and vulkan.yml. linux.g5.4xlarge.nvidia.gpu becomes mt-l-x86aavx2-29-113-a10g; the jobs already on v3 only lose use-custom-docker-registry, which v3 ignores.
