Prepares the next patch release of the merged feedback correction from #10. Updates the package metadata, exported version, and dated changelog only. No workflow, dependency, transport, or runtime behavior changes. Publication will use the existing protected PyPI workflow after this PR merges and its exact source is verified. Installed-package acceptance remains tracked by routeplane-core/docs#563 and routeplane-core/routeplane-ce#66.
