docs: add monorepo guide

This PR adds a bilingual Monorepo practices guide for using Rstack CLI across applications and libraries.

It documents shared dependency management, root-level lint and staged-file configuration, project-specific lint rules, and per-project app and library configurations. The guide also explains how Rstack CLI works alongside Turborepo and Nx.

Declare Rspress for the documentation script

When a library enables the optional documentation setup exactly as shown, rs doc fails unless that project separately installs @rspress/core: Rstack dynamically imports it in packages/rstack/src/cli/commands.ts, while its package manifest declares it only as an optional peer. Add @rspress/core to this package example or explicitly state the installation requirement in both language variants.
