Adds regression coverage for #377's unknown/degraded mapping: stale legacy scan metadata must not report active healing when task counters are zero. Validated with
cargo test -p rc-s3 test_unknown_background_heal_states_ignore_stale_legacy_activityandRUSTC_WRAPPER= CARGO_BUILD_JOBS=1 make pre-commit.
