Keyboard doesn't load properly on API 36 on a Pixel 9 emulator

Behavior

In reviewing #692 I discovered that there's an issue with how the keyboard is being loaded now, which is likely from the work that was done for #426. I let one of those PRs sneak in with a bug (sorry). Assumption now is that this should be easy to fix, especially as the code is now more modular.

I'm also wondering why we're not picking this regression up in any test that we have. Maybe something simple can be added to the PR to fix this?
