Getter/setter generation does not work for nested classes

Hi!

Faced an issue:

public class Outer {
   public static class Inner {
      private int prop;

      // Cursor stay here
   }
}

1. place cursor at empty line before comment in given code sample
2. press Command-Shift-P to access menu;
3. select "Generate Getters And Setters" and press ENTER key

Nothing happens.

Expected (preferred) behavior: getProp(), setProp() getter/setter creation inside nested Outer::Inner class.
