Adds agent guidance and a runbook for incrementally syncing Sorbet commits, stopping when an upstream change requires an indexer adaptation.
Motivation
scip-ruby is significantly behind Sorbet and needs a safe, repeatable, and resumable synchronization process.
Test plan
Documentation-only change. Verified the documented SHA extraction and Git ancestry commands.
