This PR has the net effect of no longer excluding the windows TA from the updater.
It also converts the exclusion from a hardcoded case for the windows TA to a comment which describes, in a more generic way, how to exclude an arbitrary TA from updates until this feature is formally supported in contentctl-ng or similar.
