fix: revert PSR gitpython workaround now that upstream is fixed

Summary

• Bug: GitPython v3.1.60 removed Actor.name_email_regex, breaking every config load python-semantic-release/python-semantic-release#1476 (the GitPython 3.1.60 break that broke every fresh PSR Docker image build) is fixed upstream in #1477, released in v10.6.2.
• Reverts fix: run PSR via uv to work around upstream GitPython break #435 and fix: build with uv instead of pip in the uv-run PSR step #436's workaround (running PSR ourselves via uv) back to the official python-semantic-release/python-semantic-release Docker action, bumped v10.6.1 -> v10.6.2.
• Also reverts build_command back to the pip-based build, since the action's Docker image only ships pip, not uv.
• fix: create GitHub release with assets attached, not after publish #434's immutable-release asset fix (vcs_release: false + gh release create ... dist/*) is untouched and stays.

Test plan

• CI green on this PR
• Next merge to master that triggers a real release exercises the reverted PSR action end-to-end
